UNMISS calls for urgent release of funds, graduation of unified forces

Dec 14, 2020 (Thessherald)–Reporting to the UN Secretary-General, the head of the United Nations Mission in South Sudan, David Shearer, calls on South Sudanese leaders to disburse the funds earmarked for the graduation of the necessary unified forces that are currently being trained across the country.

The peacekeeping mission remains deeply concerned about the delay in implementing security arrangements that has impeded and undermined trust between the Parties.

“I remain worried about the implementation of the transitional security arrangement, which has effectively stalled, while a series of defections within the parties has led to increased instability and undermining of trust. The nexus between slow implementation of political benchmarks and delayed security provisions has been one of the factors that have allowed intercommunal violence throughout South Sudan to continue unchecked.”

The UN added that, “the timely and substantive implementation of the Agreement, including of the transitional security arrangement, is imperative to sustaining momentum.”

“I strongly urge the parties to demonstrate the political will necessary to advance the implementation of the transitional security arrangement, including by urgently committing resources to graduate the first group of necessary unified forces and by articulating an overarching security sector policy.”

The call comes as the implementation of the peace agreement has come to a standstill amid reports of violations of the Permanent Ceasefire and Cessation of Hostilities.

Why Goc Akot Atem is an innocent victim of proxy media war

Dec 8, 2020 (Thessherald)–Opinion | It was last week when a group of hopeless, disgruntled and hunger traumatized youths who proclaimed themselves to be representatives of ten states and three administrative areas rushed to the social media with a fake open letter to the president of the Republic of South Sudan, calling for the urgent dismissal of Deng Wal, Goc Akot Atem and Eng. Akol Santo Arech.

In their open letter to the president, The unknown thirteen proclaimed representatives of ten states and three administrative areas under of the name of non existing Concerned Youth, levelled baseless allegations against a kind hearted potential man Cde Goc Akot Atem.

The self imposed representatives in their open letter accused Cde Goc Akot of donating over 50 cars mostly V8 and premios to his home boys of Awan Pajok, exposing himself to the public as a presidential waiter, turning himself into a millionaire and politician, buying of quarter of juba City luxurious buildings, and so many unfounded allegations.

Before I respond to the above allegations fabricated against a respected and kind potential youth Cde Goc Akot, I would like to bring into the attention of the youth of South Sudan that there is no association or union called ” Concerned Youth of Ten States and Three Administrative Areas”. The only legitimate body that represents the youth at the state level is the State Youth Union. The Concerned Youth of Ten States and Three Administrative Areas was created by the desperate lobbyists who are lobbying for various positions in the presidency.

The thirteen names of the individuals who claimed to be representatives of Concerned youth are all fake and all those thirteen names seemed to be the names of people who died 1000 years ago. The thirteen names were just coined by two to three individuals at the tea places of Juba City and then put in to the white paper. To prove this, the thirteen signatures of the so called representatives look alike and same. This means it was one individual who signed on behalf of those coined names.

Coming back to the unfounded allegations levelled against Cde Goc Akot Atem by the non existing representatives of Concerned Youth. The unknown and non existing thirteen individuals accused Cde Goc Akot of distributing over 50 cars mostly V8 and premios to his homeboys of Awan Pajok Community. Dear readers, Cde Goc has no personal vehicle leave alone distributing cars to the people.. He is currently using a government car for his personal mobility because he lacks money to purchase for himself a private vehicle. How can a man who uses government vehicle as his personal mobility manage to donate 50 cars?. It is clear that this allegation was concocted in order to mislead the South Sudanese in the social media. The mere allegation of exposing himself to the public as a presidential waiter is a pure lie and it is groundless. Cde Goc Akot is not a waiter in the presidency. The fake thirteen representatives of non existing Concerned Youth don’t know his position in the presidency and they were gambling in order to confuse the public in the social media.

In that same open, the enemies under the disguise name of Concerned Youth accused Cde Goc Akot of purchasing quarter of Juba City buildings. They went further to claim that he is in negotiations with owners of various hotels in an attempt to buy those hotels. To be frank you, Cde Goc Akot doesn’t own any luxurious buildings in juba City with exception of his personal house. He doesn’t have enough money to buy an empty plot in first class residence leave alone buying expensive mansions. If Cde Goc has such luxurious buildings in Juba as claimed by the enemies of progress, why is he residing in a very local house?.

In addition, he never asked the buying price of any hotel in his life. This allegation was fabricated and it holds no water in the mind of intellectuals. The allegation of turning himself into a politician and millionaire is a pure lie with no evidence to support it. Cde Goc Akot doesn’t have any interest to be a politician and he has never commented or participated in any political activities. Attending social gathering doesn’t mean a person is a politician. Cde Goc sometimes attends social gathering organize by various communities in his capacity as an ordinary citizen of South Sudan. In addition to that, being a millionaire is neither claimed nor easy.

“How can a man who lacks a private car be called a millionaire?”

In conclusion, all the allegations invented against Cde Goc Akot Atem in the incendiary open letter entitled ” A joint open letter from concerned youth of ten states and three administrative areas to President Salva Kiir Mayardit” are baseless and rubbish. The allegations were manufactured by the enemies of progress with a clear intention of tarnishing the good image of a humble and kind hearted gentleman Cde Goc Akot.

The authors of the open letter are desperate lobbyists who are trying by all means to find way into the presidency through writing deformatory articles against hard-working staff like Cde Goc Akot Atem.. Therefore, I am urging the South Sudanese in the social media to disregard whatever was written against Cde Goc Akot and throw it into dustbin.

The Paradox of the implementation of South Sudan’s peace agreement

November 22, 2020 (Thessherald)–The implementation of the Revitalized-Agreement on the Resolution of Conflict in South Sudan (R-ARCSS) is rapidly becoming a mindboggling paradox. Thus, many South Sudanese people might be certainly wondering about the unfolding events in the peace process.

On one hand, Dr. Riek Machar Teny-Dhurgon and the leadership of SPLM/A-(IO) in Juba, are trying everything in their power to implement the R-ARCSS in letter and spirit.

On the other hand, there are several indicators that President Salva Kiir and his group are working hard to derail the Peace Agreement. Those indicators include the delaying tactics in the implementation of the Security Arrangements, refusal to constitute the Revitalized National Assembly and refusal to appoint Gen. Johnson Olony Thubo as Governor of Upper Nile State. In addition, people have already witnessed many counter-insurgency tactics to instigate defections and rebellions within the rank and file of SPLM/A-(IO).

In other words, it is becoming clear everyday that President Salva Kiir has different interpretation for the implementation of the R-ARCSS.
For example, in the issue of Upper Nile State, President Salva Kiir gave himself the right to violate the Agreement by accusing and rejecting a candidate of another party forgetting that SPLM/A-IO can reject many Internationally accused war criminals among his appointees.

This blatant violation did not only deny the constitutional right of the people of Upper Nile State to have a Governor, but it created a hostile and volatile situation in Malakal as indicated by the recent killing of innocent citizens in that city.

Surprisingly, nowadays news are coming out that people, who turned Malakal into a mine field are asking the victim to give a guarantee that the mines will not explode, when people walk on them!! What a paradox?

As it is well known, Malakal has already become a ticking bomb and the issue of the appointment of Gen. Johnson Olony Thubo is nothing, but one of the scapegoats in that scenario.

Frankly speaking, people have every right to suspect the statements and actions of President Salva Kiir, because they don’t imply implementation of the Peace Agreement in good faith.

As a rule of thumb, building confidence in the R-ARCSS should be one of the main priorities for all the peace partners. However, President Salva Kiir statements and actions are eroding every shred of confidence in the Peace Agreement.

Therefore, there is a need for our Chairman, Dr. Riek Machar Teny-Dhurgon and the leadership of SPLM/A-(IO) in Juba to continue standing firm in their current position, because any further concessions can be counter productive.

In fact, the onus is on President Salva Kiir to prove his commitment to the Peace Agreement by implementing the Security Arrangements and appointing Gen. Johnson Olony Thubo without any conditions.

In a nutshell, it is really very hard to trust any step in the Peace Agreement without the full implementation of the Security Arrangements.

Nov 22, 2020 (Thessherald)–For the last four months or so, the Party of President Kiir Mayardit as a partner to the Agreement has been playing the game of hide and seek. The President and his members have been trying to persuade General Johnson Olony to abandon the SPLM-IO and join them but when Olony refuses to accept their proposal, they turn around and claim that the President cannot appoint General Johnson Olony on several grounds.

Some of the grounds the SPLM-IG puts forward are that General Johnson Olony is not the Member of the SPLM-IO, that he is a security threats to the Dinka Apandang and that before the President appoints him, the Chairman of the SPLM-IO must put in writing to assure the President that it is safe to appoint him to run Upper Nile State.

Apart from the above reasons, the SPLM-IG spreads false allegations that the SPLM-IO is not ready for peace, which is the reason for the SPLM-IO not changing the candidate.

However, the stand by the SPLM-IO is very clear given the game the SPLM-IG is playing, the SPLM-IO cannot suggest any other candidate apart from General Johnson Olony. We all support this stand for a simple reason.

The reason is that the SPLM-IG’s game is to defeat the SPLM-IO by buying off all the strong individuals within the SPLM-IO’S ranks and files as they have already done. So far we have seen some prominent members of the SPLM-IO including Secretary General Hon Tingo Peter and others leaving the SPLM-IO.

The reason for their leaving the SPLM-IO is always clear: they are persuaded or bought by the SPLM-IG to leave the SPLM-IO. This is understood as soon as they left, it becomes apparent that they are persuaded and paid by the SPLM-IG to leave the SPLM-IO. The mission of the SPLM-IG is therefore to render the SPLM-IO weak and after seeing that they have now weakening the SPLM-IO, they will do away with the Agreement as a whole.

As it can be understood in the above paragraph, the move by the SPLM-IG to destroy the SPLM-IO is something very clear. Since the SPLM-IO is armed group, the SPLM-IG is trying by all means to destroy the organized forces of the SPLM-IO besides taking away all its prominent members.

It is the same reason, some members of the SPLM-IO who are seen very active are now put on Watchlist of the security under the SPLM-IG. The case in point is me who is writing this Article. I am in the top of the most wanted person by the security forces who will be arrested at any time. My sin is keeping the SPLM-IO alive and active and doing a lot of mobilization of youth to join the SPLM-IO as the SPLM-IO transition from armed group to the Political Party.

Thus, the reason why the SPLM-IG is reneging to implement the Agreement by refusing to form the local government and explanting and reconstituting the Revitalized Transitional National Legislative Assembly is that the President.and his group or the SPLM-IG who are partners to the Agreement are just buying time to destroy the SPLM-IO and eventually the whole Agreement.

It is not something disputable given the fact the Parties spend over nine (9) months in implementing only one Chapter of the Agreement. Since February 22, 2020 to date, the parties are stuck to Chapter which is not even implemented fully. The whole plan is that the SPLM-IG’ is buying time to destroy the SPLM-IO and the Agreement.

It is in relation to the foregoing conclusiont in the above last paragraph we see the President accepting to appoint General Johnson Olony but placing another ground that the Chairman of the SPLM-IO and the First Vice President His Excellency Dr Riek Machar should make some undertaking in writing that Olony is the member of the SPLM-IO and he is not going to mistreat Dinka’ Apandang in the State.

Such a demand is nothing but it is the continuation of the lack of Political will on the side of the SPLM-IG to implement the Agreement as it is. One thing the President should know is that when General Johnson Olony accepts that he is under the SPLM-IO as the SPLM-IO proposes him to nominate him as their Governor then there is no need to write additional undertaking as it is clear in the term of the nomination, which will also be clear in the decree appointing him t that he is in charge of the Upper Nile under the ticket of the SPLM-IO.

Legally therefore, the SPLM-IO is bound by the actions of General Johnson Olony which may go against the spirit of the Agreement. For that the reason, the SPLM-IO is answerable to the guarantors of the Agreement for the actions of General Johnson Olony before and after his appointment as the Governor of Upper Nile State.

Insisting that the SPLM-IO should make undertaking is just but the same game by the SPLM-IG to destroy the Agreement. The world should know that the refusal of President Kiir Mayardit to appoint General Johnson Olony has nothing to do with threats that General Johnson Olony may pose but the deliberate refusal by the SPLM-IG to implement the Agreement within the stipulated time.

In addition, the SPLM-IG hopes that if they refuse to appoint Johnson Olony, he may defect to join them as they have been trying to persuade him or if the SPLM-IO suggests another Candidate, General Johnson Olony may decide to become independent as the SPLM-IG have been arguing it. Lucky enough, Olony has made it clear that whether he is appointed or not he still remains the member of the SPLM-IO.

In summary, there is no need for Dr. Riek Machar, the Chairman of the SPLM-IO to make some undertaking as the nomination and the appointment of General Johnson Olony as the Governor of the SPLM-IO in charge of Upper Nile State imposes a duty on the SPLM-IO for actions of Johnson Olony that may go against the Agreement.

In other words, Johnson Olony is under the responsibility of the SPLM-IO and he cannot kill Dinka Pandang as the SPLM-IG fear because the SPLM-IO is the Political Party according to the Agreement that needs to take power through peaceful means and it needs people.

SPLM-IO to unveil its logo and party color soon: James Gatdet

Nov 21, 2020 (Thessherald)–The Sudan People’s Liberation Movement-IO is working on the design of its official logo and color, according to James Gatdet, a senior opposition official and Press Secretary in the Vice President’s office.

“SPLM/SPLA (IO) is working on its official Party COLOUR and LOGO. Coming soon,” the opposition official disclosed in a Facebook post.

It remains unclear whether the main armed opposition group will eventually split from the ruling Sudan People’s Liberation Movement and stand on solid ground as an independent party.

Founded in 2013, following the outbreak of conflict that has claimed hundreds of lives and displaced millions from their homes, the Sudan People’s Liberation Movement In- Opposition (SPLM-IO) was a key signatory to the current peace agreement.

Nov 17, 2020 (Thessherald)– South Sudanese President Salva Kiir Mayardit has agreed to appoint General Johnson Olony – the SPLM-IO’s preferred nominee – but only on the condition that the opposition group guarantees the safety of the Dinka community residing in Upper Nile State.

Nathaniel Oyet Pierino, an SPLM-IO representative to the National Constitution Amendment Committee (NCAC), confirmed on Monday that the two Parties had reached consensus on Johnson’s long-awaited appointment.

“You know Upper Nile is inhabited by the Chollo, Nuer and Dinka Ngok people. So the president was concerned about the security of the Dinka Ngok,” the senior opposition official was quoted as saying.

Oyet noted that all these fears of insecurity would not have occurred if the security arrangements and the permanent ceasefire had been adhered to.

“That fear should not have arisen if all the parties who are now in Juba trying to form a revitalized government of national unity are engaged in implementing security arrangements and permanent ceasefire, the unification of forces and all our forces, be it in the SSPDF or the SPLM/A-IO including those forces in Upper Nile, those fears should not have arisen.”

South Sudan opposition groups and the Sudan People’s Liberation Movement-IG signed an agreement in September 2018 in the Ethiopian capital, Addis Ababa, to end a protracted conflict that has so far claimed hundreds of lives and displaced millions from neighboring refugee camps across East Africa.

The Parties are under increasing pressure from the international community to expedite the implementation of the peace agreement.

November 16, 2020 (Thessherald)–The long-awaited moment for the people of Sudan has finally come as all the leaders of armed and unarmed opposition Groups under the Sudan Revolutionary Movements arrived in Khartoum to implement the Juba Peace Agreement.

The Chairperson of Mediation Committee Hon Tut Gatluak Manime reiterated the commitment of President Kiir to ensure that the peace Agreement is implemented by all the parties who are signatories to the Juba Peace Agreement.

The dawn of peace, stability and prosperity if the war-torn regions of Sudan has come to an end with the arrival of the leaders of the Sudanese opposition groups to come to Khartoum for the first time in Sudan following the signing of Juba Peace Agreement for the Republic of Sudan last month in Juba.

This move has given more hope and green light to the people who are affected by the conflict in the region of Darfur, Blue Nile, Southern Kordofan, Nuba Mountains, Eastern, Central and the entire part of Sudan to enjoy the dividend of peace following decades of brutal conflicts.

The parties to Juba attended a peace celebration at the Sudan Freedom square the drew thousands of people from all walks of lives rising burners carrying messages of peace and chanting peace has finally come to Sudan and applauding the tremendous efforts done by President Kiir and the Mediation Committee to resolve conflicts in Sudan peacefully.

The government delegation headed by the Vice President Hussien Adbalbegai Ayii and the Chairperson of Mediation Committee Hon. Tut Gatluak Manime pledged the stand and commitment of the government of South Sudan to work for the implementation of the Juba Peace Agreement.

The Transitional Government of Sudan reiterated its commitment to work hand in hand with their brothers from the oppositions to move the country forward.

The next task is now for the oppositions leaders Sudan Revolutionary Movements to workout modalities with their parties to the Juba Peace Agreement in order to form a new Transitional Government where the opposition leaders would be part of to bring the country back to stability and prosperity.

Newsflash: Kiir finally approves to appoint General Johnson Olony

Nov 16, 2020 (Thessherald)–The South Sudanese President, Salva Kiir Mayardit has agreed to appoint the SPLM-in-opposition nominee, General Johnson Olony Thambo, as governor of Upper Nile state, a senior opposition official told Eye Radio.

The appointment of General Olony – a top military commander of the Sudan People’s Liberation Movement (SPLM-IO), has long overdue, pouring cold water on the two Parties’ efforts to work together in the unity government.

According to the Peace Agreement, three states, including Upper Nile state, were allocated to the main opposition group, SPLM-IO. However, President Kiir has been skeptical about appointing the opposition nominee, citing that Olony is not committed to being part of the agreement and might drag the country into another war.

The Intergovernmental Authority on Development (IGAD) – a regional bloc brokering South Sudanese peace talks – has been blamed for taking a back seat as the parties struggle to break the impasse over pending issues.

Analysts have warned that if the parties do not speed up implementation of the peace agreement, there will be frustration and that the forces being trained may abandon their training centers.

South Sudan’s President Salva Kiir Mayardit and main opposition leader Dr. Riek Machar signed a peace agreement in 2018, ending years of violence that has killed hundreds of people and displaced millions from their homes.

Response to the media circulating fake news against Kiir and Tut Gatluak

Nov 15, 2020 (Thessherald)–The fake news had been published in various media outlets titled; CORRUPTION: Ex-finance minister’s teeth broken during fist fight in Dubai with businessman Kur Ajing over stolen crude oil money.

It goes viral on social media and that is complemental baseless accusation for involving Mr. President Salva Kiir Mayardit and Hon.Tut Gatluak Manime in that muddle of messiness.

General speaking and honestly, I would like to accentuate the general public that H.E President Salva Kiir Mayardit and Hon. Tut Gatluak Manime are not in that disorderliness activities because they’re forsightedly, diligent, and visionary leaders that we have ever known in our lives and their work is based on sophistication, worldiness and disillusionment. They’re purely nobel leaders in South Sudan and Africa at large.

Hence, I want to approach public attention that President Salva Kiir Mayardit and Hon. Tut Gatluak Manime are not involved in such criminalism. Then I condemned propagandists in strongest term possible for creating defamation by tarnishing the image our beloved leaders without conceivable matter. Creating falsifications on social medias against brilliant leaders for no reason will never take them anywhere rather than destroying their images by themselves. South Sudan is our country and biggest than all of us of which we should respect the images of our leaders.

However, H.E President Salva Kiir Mayardit has never been in a such mess our people in his Regime are doing. Mr. Salva Kiir Mayardit is the only patriotics man among Junubeen who doesn’t like corruption but always thinking that services must to be delivered to the public. On the other hand, there is nothing that can involved the presidential Advisor on National security Affairs Hon. Tut Gatluak Manime in a such criminal case of looting public funds.

Hon. Tut Gatluak Manime doesn’t have any single responsibility of selling crude oil, otherwise let us have ways of making analysis before airing out unreasonable message to the public. Hon. Tut Gatluak Manime is a security advisor who doesn’t have single connection with crude oil.

He is not advisor to the Ministry of petroleum nor advisor to the Ministry of Commerce and trade neither advisor to the Ministry of Finance but just he is a security advisor.

My people, honestly speaking Hon. Tut Gatluak Manime and H.E President Salva Kiir Mayardit are always victimized in any single outlet but they are absolutely innocent men in the Republic of South Sudan. Let us pay attribute on them for their being distinctively leaders that couldn’t be challenged in their Administration office.

S. Sudan’s nationals trapped in Libya, captors demand $7,000 ransom

November 14, 2020 (Thessherald)–At least two South Sudanese have been arrested and being held for ransom by an extremist group in the Libyan capital, Tripoli – according to a relative of the victims interviewed on Friday by Thessherald.

A graphic footage obtained by Thessherald shows an armed man aiming an AK-47 rifle at an unarmed and helpless South Sudanese, while being flogged on the back by another person.

The two victims, Duol Deng and Hoth Yiech, were arrested in Libya while on a desperate voyage to Europe in search of jobs and a better life.

“They (the hostage takers) are demanding $7,000 before they can release the boys,” the relative said on Friday.

The two boys hail from Longechuk County, Upper Nile State.

Libya has for many years been a hotbed of criminal activities, including human trafficking, slavery, and widespread sexual violence often perpetrated against African migrants.

Last month, seven Indian workers were arrested by local criminals, held hostage and demanded a payment of $20,000.
